In 2018, Ra'es Hadomi Timor Oan (RHTO), with the support of the International Foundation for Electoral Systems (IFES) and the United Nations Development Programme's (UNDP) Leveraging Electoral Assistance for Regionalized Nation-Building (LEARN) project, conducted election access observations of the political campaign period and election day activities. The project was supported by the Australian Department of Foreign Affairs and Trade (DFAT), the Government of Japan and the Government of the Republic of Korea.
