Article 17 states:
All people shall be equal before the law and the court of law. The state shall guarantee the rights and liberties for every person irrespective of his nationality, race, sex, language, religious beliefs, political persuasion, knowledge, social and property status. Men and women shall have equal rights.
Article 30 states:
...In cases when some voters due to the health or other conditions cannot come to the polling premises, the polling station commission by their request shall commission at least two commission members to organize voting at their homes...
Article 42 states:
...If some voters are not able to come to the premises for voting due to their disease or other reasons, at their request the polling station commission charges special members of the commission to conduct the voting at the place of residence of these voters at presence of observers and trusted persons and a note about it will be made in the list of voters...
