Article 23 states:

The freedom of voters to take sides and to secret vote shall be guaranteed.

 

Article 4 states:

The representatives in Parliament are being elected on the basis of direct universal and equal suffrage by all the Croatian citizens with full 18 years of age… Voters who are members of national minorities which account for less than 1.5% of the population of the Republic of Croatia shall, besides universal adult suffrage, be entitled to special voting rights in the election of members to Parliament.

Article 45 states:

All Croatian citizens who have reached the age of eighteen years (voters) shall be entitled to universal and equal suffrage in elections for the Croatian Parliament, the President of the Republic of Croatia and the European Parliament and in decision-making procedures by national referendum, in compliance with law.
