Article 43 states:

The following should not be registered:...(4) Major incompetents.

 

Article 161 states:

In order to declare candidacy, the following things must accompany the declaration:...(7) A medical certificate attesting to physical and mental aptitude, conforming to the established criteria in Article 62 of the Constitution.

 

Article 217 states:

All citizens of both sexes of twenty-five years of age, who enjoy their civil and political rights, who can read and write French and have resided at least six months in the area are eligible.

Article 108 states:

All electors who are elderly or physically handicapped who find it impossible to render their vote, may authorize an assistant of their choice who is registered at the same polling place.

 

Article 121 states:

Should someone want to exercise their rights by voting by proxy, they must fall into one of the following categories:…

  • (3) Hospital patients and individuals confined to their home;
  • (4) Invalids and elderly.
