Article 29 states:

Mentally disabled persons are not allowed to submit their candidature [for the Chamber of Deputies]...The following disability may be congenital or acquired after approval by a competent doctor recognized by the State...

(1) Physical disability;

(2) Blindness;

(3) Deafness or dumbness...

A voter who suffers from disability which prevents him or her from voting in secret is permitted to choose a person who has not yet attained the voting age to assist him or her in voting.
