Section 7, subsection (1) states:

Every Nauruan who has attained the age of 20 years is entitled to have his or her name entered on a roll.

Section 22, subsection (4) states:

If an elector cannot read or his sight is so impaired that he cannot vote without assistance, the presiding officer may, at the request of the elector, mark in accordance with the wishes of the elector, fold and deposit the elector's ballot-paper for him.
