Article 68, clause 1 states:

If the President of the Council of State is absent from the country, temporarily obstructed from office, has a disease, or has died, he shall be replaced and his functions assumed by the Vice-Presidents of the Council of State, according to the established hierarchical order.

Article 23 states:

All citizens shall be equal before the law, shall have the same rights, and shall be subject to the same duties, without distinction regarding race, sex, social, intellectual or cultural level, religious belief, or philosophical conviction.
