Article 91 states:
An elector of assured disability, which makes it impossible for him to place his ballot in the envelope and to slip it into the ballot box, is authorized to be assisted by a voter of his choice or a polling place official.
Article 96 states:
Voting by proxy is authorized. The methods of this exercise are defined by way of regulation.
