Handbook on Observing and Promoting the Electoral Participation of Persons with Disabilities

In September 2017, the Organisation for Cooperation and Security in Europe (OSCE) Office for Democratic Institution and Human Rights (ODIHR) published a new manual on disability-inclusive election observation. The manual provides the legal framework for including disbaility in electoral observation in Europe, as well as sample questions for members of the core observation team.
