Article 45, subsection 1 states:

The State shall guarantee to persons with special needs the enjoyment of all the rights and freedoms set out in this Constitution; especially respect for their human dignity, access to suitable education, employment and full participation in society.

Article 73, subsection 1 states:

Every polling center shall, satisfy the following conditions namely to...

  • (b) be located in a place to facilitate access by persons with special needs and the elderly to exercise their right of voting.

 

Article 74, subsection 2 states:

The rules mentioned under sub-section (1) shall detail all procedures relating to...polling procedures for the illiterate and those with special needs.
