Section 23, subsection 1 states:
Citizens have the right to participate in public affairs, directly or through representatives freely elected in periodic elections by universal suffrage.
Section 68 states:
The Congress shall consist of a minimum of three hundred and a maximum of four hundred Members, elected by universal, free, equal, direct and secret suffrage, under the terms to be laid down by the law…(5) All Spaniards entitled to the full exercise of their political rights shall be electors and may be elected…
Section 49, subsection 1 states:
Persons with disabilities are holders of the rights and duties laid out in this section under conditions of freedom and real and effective equality and free from all discrimination.
Section 49, subsection 2 states:
Public powers shall deliver the policies required to ensure full personal autonomy and social inclusion for persons with disabilities. The aforementioned policies shall respect their freedom of choice and preferences and shall be approved with the participation of representative organisations of persons with disabilities. Particular attention shall be given to the specific needs of women and girls with disabilities.
