 Article 3 states: 

Every resident or non-resident, male or female Lebanese citzen may exercise their right to vote, provided that they have atained the legal age stpulated in the Consttuton, enjoy their civil and politcal rights and are not in any of the non-eligibility situatons set forth in the present law.

Artcle 96 states: 

1.In accordance with the provisions of the law on the Rights of People with Disabilites, voters with special needs or sufering from disability preventng them from marking their choice and placing the ballot paper inside the envelope and castng it in the ballot box may be assisted by another voter of their choice, under the supervision of the polling staton ofcers. Such occurrence shall be noted in the “comments” column on the checklist.

2.The Ministry shall take into account the needs of people with disabilites when organizing electons and facilitate the procedures allowing them to exercise their right to vote unobstructed.

The Ministry shall establish the implementaton regulatons of the present Artcle upon consultaton with the specialized associatons for people with disabilites.
