Part II, article 12, letter (h) states:
What is referred to by “physically and mentally healthy” is a healthy condition which is proven by health certificate or health information letter from a doctor, public health center, or government hospital which is eligible to issue such documents and completed with a letter stating that the person is free from the consumption of drugs/narcotics. Physical handicaps are not categorized as health problems.
Part II, article 51, paragraph (1), letter (d) states:
The requirements as written in this provision is not meant to limit the political rights of handicapped citizens that have the potential to do the duties as members of DPR, Provincial DPRD and Regency/Municipal DPRD.

Article 8, section (3) states:
