Section 33 States:

(2) Each person having come to vote shall have his left forefinger marked with an indelible substance in such manner as the Electoral Commission may from time to time direct: Provided that a presiding officer may at his discretion waive the requirements of this paragraph for reasons of physical disability.

 

Section 37 States:

If any voter is illiterate or is incapacitated by blindness or other physical cause from voting in the manner prescribed by these Regulations the presiding officer shall, at the request of that voter made in the presence of the agents, if any, of the candidates, cause his vote to be marked by one polling assistant in the presence of one other polling assistant on a ballot paper in the manner directed by such voter, and the ballot paper so marked to be Placed in the ballot box. The name and number on the register of every voter whose vote is so marked, shall be entered on a list which shall be kept by the presiding officer.
