During the time that the Speaker of the Riigikogu performs the duties of the President, his or her authority as a member of the Riigikogu is suspended. The Speaker of the Riigikogu, acting for the President, may not, without the consent of the Supreme Court, call an extraordinary election of the Riigikogu or refuse to promulgate a law. If the President has been unable to perform his or her official duties for more than three consecutive months, or if his or her authority has terminated before the end of his or her term of office, the Riigikogu elects a new President within fourteen days pursuant to § 79 of the Constitution.
